I'm back in my Wifi range, now it works fine. The thing is, it insists on doing something with the app store, and if it can't open the app store you can't look at web pages. I can reproduce this. I turn off my wifi, app store can't open, I get the messages I described in my last post. Turn on my wifi, app store can open, everything displays perfectly.

Isn't that interesting. Why do you need access to the App store to look at a web page in Safari?
