"But VW has not found a working answer to NOx emissions for smaller diesel engines." Yes they have. The answer is already on every 4 cylinder diesel they have sold since 2009. Just keep the current emissions systems switched on. They are active during EPA testing and they work. Owners just have to make do with lower power, which 95% of drivers likely wouldn't notice anyway.
