Certainly not automatically. Probably manually. Most definitely manually ... by a programmer. A CSGI programmer. Their process is an iterative one. Define rules (manually), run conversion (automatically), find exceptions (combination of automation and manual effort). If exceptions are found, figure out how to handle them, then go back to rules definition and start the whole process over again. If no exceptions are found after the next conversion, you're done.
