What you posted makes sense, at least the NFL part. Like everything else, it may or may not be informed and/or biased. I shall suspend judgment. I try to avoid having opinions on things I don't know enough about to have a supportable one.

My recollect of the discussion at the time was that "Cadillac" was intended to convey the impression of an unjustifiably high-cost plan. At least that was the pitch made for including the provision. I never questioned it.

Still, it's hard to imagine at a quarter of employers have plans based on such outlier conditions.
