You can know what the letters IPCC stands for. But you will have do considerably more to understand the political leanings and predeterminations it stands for. You have to look back at its last five reports to comprehend its trends. You have to understand its internal processes to recognize the extent to which it has gone to avoid publishing factual findings that do not support its core views. And you would have to read material from its few dissenters, who have been prevented from getting a word in edge-wise to bring forth science that contradicts the claims of its favored participants.

You may learn what the letters mean, but you are far too closed minded and ignorant to learn what IPCC really means.
