That might be the way markets work in the country when there is heavy government interference in the market as there is for drugs. Not only do you have to go through an FDA approval process, but its extremely expensive and time consuming. And even generics have to go through an approval process that while not quite as bad is hardly simple and cheap.

Perhaps that intervention is justified in terms of safety (although you also have to consider all the people who die or are harmed because drugs are not approved, or approved only after a long period of time, or are never brought to market because the profit isn't seen as enough to justify the cost of going through the approval process), but even if it is justified such regulation reduces competition.
