Intentionally bombing an innocent wedding party would be an atrocity.

Reckless disregard for collateral damage when its possible to take out enemy fighters, leaders, and organized support without hitting the innocent would also be an atrocity.

Accidentally hitting a wedding party when your trying to kill members of an armed force you are at war with is a very bad thing to happen, but its not an atrocity.

Do you have any evidence that this bombing was one of the first two things rather then the third?

If it was do you think there should be some sort of serious response from the United States government about it? If so why?, what?, and what do you think the results would be?
