The projections are based on an analysis of the underlying data but are still estimates and are adjusted frequently. It's the trend that's important and it points to increasing consumption over time regardless of recession or expansion. Here's some more data with the "troublesome" projections removed. First the miles traveled in the US up until July 1 2015:
