Because I know that government offices, and government salaries are paid from tax money. That investigation of employees done by the OPM is done with tax money (and I don't know for certain, but I think it doesn't even go under the budget of the organization the employee or contractor works for, The IRS collects payroll taxes (which doesn't go under SS or Medicare's budget), the GSA (also funded by tax money) is responsible for the purchase, supply, operation, and maintenance of federal property, buildings, and equipment. The top level oversight of Medicare through the president and congress isn't funded by premiums etc. Federal government agencies, including the ones that run entitlement programs, are not separate little islands with no support from the rest of government.

Even within Medicare, the people running the program get paid a federal salary from tax dollars not from premiums.
