Right now, it is not clear just what the judge intended. I believe he used the word "removed", but what does this mean in the current situation? No matter your level of technical sophistication, this is not an easy matter to decide. The main raison d'etre for DLLs (at least in a well-crafted system) is to provide functionality that designed to be shared among several applications. My initial take on this is that there should be some sort of requirement that the APIs for any DLLs required by the OS should be opened up (i.e. documented and provided as publicly available interfaces). Any apps or DLLs that are not an integral part of the OS do not need to be opened up, but on the other hand, should not be able to be required to be shipped with the base OS. In the end, this may not work to the end of increased consumer benefit (for various reasons), and the government's best option might be to split MSFT up into 2 or more companies.
