Yes an armed civilian isn't a guarantee of anything. He may decide not to confront the criminal, he may not be that close (I understand that he wasn't in this case which contributed to the decision not to intervene), or he may intervene and fail. But at least there is a chance of stopping the criminal before the police arrive if there is an armed civilian around. Your right that its easier to murder the unarmed. That's why we shouldn't be trying to disarm everyone.
