Private seller tables at gun shows - they take any sort of fake ID, scribble the info on a piece of paper and say they'll check you later. This is especially true for guns over 25 years old -'antique collectors items' - that shoot and kill just fine. Guns last nearly forever, since most are barely used. In Utah, guns are sold over the internet all the time, no check at all, and no one gives a damn.
