None of the quotes at your link support the claim in the headline. Nothing about creating Al Qaeda. As for $3bil, tThe $3bil was the amount given to the Afghan resistance, not any one group and certainly not bin Laden or Al Qaeda.

bin Laden had his own fortune and used it to found his group. The $3bil did go to Islamacist groups (largely because it was mostly funneled through Pakistan) like Hezbi Islami, but not to Al Qaeda, and that money was for all groups not any one.

Just like your last post to me on this subject, you find some headline with the claim, but with nothing at the actual link to back up the claim.
