It looks like the polar vortex is coming back. I'd say in 12 days.

One year ago in the end of October, a freak low over South Caroline brought cold & snow, and it was followed by the development of the polar vortex in November 2014. Remember the lake effect snow event that followed in Buffalo? Will this be deja vu? It's earlier than last year, so it may be too warm for a similar snow event in the Great Lakes. But the cold is coming to the east coast (also in Europe, too).

Also with polar vortex coming earlier, the clash of cold and still warm oceans will mean more rain for southeast coast of U.S.

In the meantime, shit loads of rain will fall along Alaska and B.C. Seattle will get some rain, too. Then it'll dry and warm up out west as polar vortex forms.

As far as persistence goes, I can see El Nino allowing this polar vortex to persist. We'll see. It's going to be a fight of patterns, and this could lead to a lot of variability, especially in the cross-roads (which is east Rockies & Texas/Oklahoma/Kansas region).
