The evidence is history. When price controls price something well above market clearing rate then you either get a black market, or you have a lack of demand. This has happened throughout history (although not as often as price controls where the price is limited, causing shortages and/or a black market).

Lack of demand for workers = unemployment
A black (or grey) market for workers = Off the books employment.

True I can't prove it won't "work differently this time", but such an idea goes against commons sense, the evidence of history, economic theory, and economic studies. Its an extraordinary claim, requiring some serious evidence to even take seriously.

Similarly I can't prove that gravity won't work as a repulsive force starting tomorrow, but I'm not placing any bets on that idea.
