The aid bill spend $60bil, out of which $17bil was for Sandy relief.. So not much more then a quarter of the bill was for relief, the rest was for whatever pork or pet projects someone with influence in congress wanted.

One example of that pork was $2bil for road construction in unaffected areas. Not all of it was pork (earmarked money, or more loosely defined waste and useless spending), but a strong majority of the spending had nothing to do with Sandy and if considered desirable could have and should have been dealt with separately. The final bill that was passed wasn't Sandy relief with a few extras tacked on the side, Sandy was the extra tacked on the side of a bill that was mostly about other things.
