Someone shot another student at TX Southern. Not the kind of shooting you are talking about.

TX has long had concealed carry after you take a class and pass a background check. I believe they recently passed a law allowing open carry I presume with the same rules. I have no idea about the stadiums .... those are private venues with their own security.
