Sure, once a change happens it is the new normal. Minor changes just accumulate in the overall population. For it to go away would be another change. Variations increase in populations which are growing. Selection generally occurs in a shrinking population.

The equilibrium phase of punctuated-equilibrium does usually mark a relatively long period of time without significant changes. This is why organisms are mostly stable. As I wrote, most change is due to sexual exchange of traits and not novel mutations. A trait may not be significant by itself, but may have more of an effect when combined with another trait.
