Do you need a license and insurance to drive a car?
No. Not as a universal thing.
You said "every car owner", not "every owner who drives their car on public roads".
Even for the later group its not true that every owner needs insurance. Some states don't require it, others allow you to get around the requirement by paying a fee (a fee which doesn't provide insurance, it isn't an insurance program).
As far as AR 15's or other guns like that, WHAT'S their purpose other than killing people?
What's the purpose of any gun? AR-15s pretty much have the same purpose, It can be used for target shooting, self defense, some types of hunting (a lot of different types of hunting if you modify it to fire a different caliber). As a semi-auto version of the military's main rifle it makes for a good militia weapon, or a weapon for soldiers to practice with on their own time if they are in to shooting.
Its not god for certain specialized purposes (concealment, very long range, big game hunting), but otherwise its purposes are just like any other rifle.

What's the purpose of you trying to put it in some special category, that there might be some reason to ban? What about it, other then its appearance, makes it different from other guns in general? (Hint - Its not an automatic weapon so that isn't an answer). |
