Ben ignores the fact that in many mass shootings, people do exactly what he advocates. About a third are ended by civilians before police arrive. A few of them were even armed. The dynamics in each situation is different, though. There are going to be situations where a mass rush isn't feasible, like people are not grouped tightly enough.
