A simple Google search refutes what Wharfie is claiming:

Wikipedia - Sea level rise
Sea level rise has been estimated to be on average between +2.6 mm and +2.9 mm per year ± 0.4 mm since 1993.
Multiply that by 20, and you'll get 2.0 to 2.3 inches from 1993 to 2013.

That's actually significant, but it's nowhere near the 4 inches that Wharfie claims.
