I mean when something unimportant is given importance for nefarious reasons. Usually, but not always, to distract attention from more important and more challenging things. Things which are important but preferably unnoticed.

i.e.:

When our idiot Odumbo sends destroyers to deal with a non-issue. As is the case now.

Time to look for the real reason, i.e., why is the tail wagging the dog instead of other way around?
