I thought it was odd as well.

My guesses as to why

1 - Rental car cheaper in Sacramento Airport?

2 - Flight from Sacramento to San Francisco to Dulles (Fairfax, VA) is somehow cheaper then just San Francisco to Dulles for some odd airline reason?

3 - When I submitted my travel request (I pick the hotels, but not the airlines or flights, or the car rentals), I put down San Francisco or Sacramento on the flight request because as the two closest airports (didn't even think about Oakland, its apparently about 7 minutes close then San Francisco), maybe the travel coordinator picked the closest (Sacramento is slightly closer), and then just looked for the cheapest flights in and out. On the way in I connected at LAX (from Denver).

Including connecting flights in 8 days I've flown (or soon will fly) from Virginia to Chicago, to Green Bay, back to Chicago, to Denver (then drove down to Colorado Spring to do the actual work, been there in 2011, 2013, and now 2015, but less time there on each successive trip), to LAX, to Sacramento, to San Francisco and back to Virginia.
