Reagan was coming from a far more difficult place than Clinton was. Clinton inherited the rebound of a minor recession and was willing to work with a Congress who wanted to cut spending. That, and the tech boom, was a great combination for economic growth. And fully 1/3, over eight years, of the deficit reduction was due to the peace dividend that Reagan provided.

Clinton was the luckiest man to ever be president. He didn't have to do anything and he got credit for everything.

And the stuff he screwed up (like the housing bubble and tech crash and of course, 9/11 and Saddam) all happened just in time to blame it on Bush.
