That SH count bug was fixed but the read numbers are still largely as meaningless as the ratings. As you state correctly, both are too easily manipulated. One other strictly FWIW point: According to my (who knows how reliable) information, EUO had over 500 shareholders at the beginning of 2014. That number had been VERY drastically reduced by the end of 2014 but has obviously gone up again since then. Probably not all that much in terms of shareholders with "meaningful" holdings. Only mentioning this because of the 2/3 approval requirement ...
