More to the point:

The appalling cost curve below began its ascent even slightly before the NEA brought us the Carter Terror and bought a new cabinet to federally interfere in what is properly a local matter. Can you discern implications in this graph that contradicts your assumptions? Can you understand that overfunding one activity reduces other potentials?



Might help if you could first absorb the essence of this foundational essay.
