I can't speak for NASA, but I would guess that it shouldn't affect it. If they need to increase their bandwidth pipes, then it's something they can't live without. Their other alternative is to lay additional fiber, which is even more expensive.

I would imagine that FIBR would give them a pretty good deal because having NASA endorse the product via a sale is worth a lot more than the profit that could be made from a sale at full cost that might prohibit such a sale. Just my opinion.
