IMO, SOX is poised for significant outperformance. Last week it was almost in last place (187th) on IBD's performance by sector list.
This is the same situation that we had in 1996 when it was 196th or 197th on the list.

MMM is already a Beating the Dow stock (one of the 10 high yielders) and, I believe, has been for a long time. The Fool-4 is a higher return variation which sorts the high yielders by price from lowest to highest. It then ignores the lowest price high-yielder, doubles up on the 2nd lowest price and buys equal $ amounts of 3,4 and 5th lowest price. MMM is unlikely to be in the Fool-4 portfolio short of a stock split.

Investing in South Korea, etc.

Might turn out to be a wonderful idea. However, for more than a decade, structural problems have been introduced into the system by the government. It may be a long time before the law of supply and demand purifies the system. i.e. - many bankruptcies to come. Trying to guess which companies will be the winners and losers is not something that most of us on this continent would be able to do accurately.
