The Justice Department said Microsoft had failed to ask Jackon for a stay of his order pending its appeal, which the government argued showed that the injunction ''imposes no significant hardship'' on Microsoft.

That's twice they ignored Judge Jackson.
On compliance with the preliminary injunction and on the appeal.
They must not figure him to be an impostant factor in the case.
