ALL: Front page banner headline: San Francisco Chronicle: "Energy Deregulation Postponed - Power Industry computer system needs fine-tuning."

January 1 California's plan to deregulate the power industry was due to start. But it turns out that the computer systems . . .

"are functional but have not been adequately tested. Some of the systems are working very well; some of them aren't working sufficently well enough for us to be able, for example, at the end of the day, to issue a bill that is relatively error-free."

No mention of y2k but this all sounds like a litte preview of some big things to come.
