We know. Bush was given intelligence that said, "There's gonna be an attack. We don't know when, or where, or how, but we know there is." Totally useless information.

A prudent person would step up security instead of just sitting on their hands. The fact of the matter is they did not change the status quo one iota because of this. No increase in intelligence gathering, no heightening of security, nothing.

No way of knowing if that would have done anything, but they did nothing beyond what Clinton had put into place.

We even know why. The Bush administration thought that the only real danger from terrorism is when it is state sponsored. They didn't want to concern themselves with the little guys, that was Clinton's obsession. They wanted someone they could invade.
