Clinton passed up multiple opportunities to have stopped it. Bush could not conceivably* have stopped it.* Partisan hackery...the guys at the CIA who sounded the alarm, multiple times, with panicked emphasis, directly to Rice and other admin officials, say that can't believe that nothing was done, not tighten security, put out alerts, double surveillance, watch airports, whatever....but according to you bush couldn't do anything and clinton could have stopped it more than once...i can't conceive of how you say shit like this with a straight face.
