They need to be offered a positive life, a future, before they become terrorists Its drop dead easy to solve this problem. Tell every juvenile male Jihadist that he must finish college by 21 with >3.5GPA and find a job or he losses his jewels. They will all finish college as required and will all have jobs, and will consider keeping their jewels to be "a positive life with a future".
