1053-mb ridge over Russia. Wow! You don't get this with global warming. These ridges are heat-waves in the summer and cold-air outbreaks in the winter. Strong ridges in winter and summer lead to extreme variations in temperatures. This ridge is a large area of radiative emissions into outer space = cooling. Eventually, weather will mix this. That means the cold air will spill into Europe and into U.S. eventually. El Nino will limit the persistence of this mixing, but I suspect come January, the "polar vortex" or "Siberian Express" will exert its force on U.S. & Europe.
