He didn't "drive them to ISIS," Koan. They are ISIS. The heart of ISIS is composed of members of Saddam's army and bureaucracy. Apparently, they became "radicalized" while in prison, got tired of Maliki's and Shia vengeance, and they rebelled.
We have to undo what the British and French did after WWI. It would have been so much easier if they had actually had the good of those people in mind. But they didn't.
