He didn't "drive them to ISIS," Koan. They are ISIS. The heart of ISIS is composed of members of Saddam's army and bureaucracy. Apparently, they became "radicalized" while in prison, got tired of Maliki's and Shia vengeance, and they rebelled.
We have to undo what the British and French did after WWI. It would have been so much easier if they had actually had the good of those people in mind. But they didn't. Probably, they couldn't have had that mindset, I don't know, but they were still filled with the imperial, colonizing mindset, and there was all that energy there. So they set it up so that they could control the area, which they did for a short time. But now we reap the consequences.
