Islamists see Muhammed's migration from Mecca to Medina as a model to be followed. They see the growth of Muslims migrating to non-Muslim states as Allah moving to tilt the balance of power in favor of Islam.

In Indonesia, the 1984-1989 Give Year Plan called for the movement of 5 million people from Muslim majority regions to places with local Christian majorities. In the Malukus and central Sulawesi, religious cleaning of Christians by jihadi groups in the 1990's and 2000's reinforced the migration policy. More than 6000 Christians were killed and 750,000 were forced to flee their homes. The Malukus, previously a majority Christian population region, is now 60% Muslim.

In western states, Muslim organizations have been taken over by Islamists who demand legal changes to protect Islam and give it a privileged position in state and society.

Informal voluntary sharia courts operate in Muslim minority communities, offering mediation, reconciliation and adjudication services. There is a consistent drive to have these courts classed as arbitration courts and for the secular legal system to accept and enforce their verdicts.

It's pretty easy to see that the UN refugee program is being used by the numerous Muslim countries as a way of spreading Muslim populations and ultimately winning new regions for Islam. Doing the same thing on the international stage that Indonesia's government did in it's country. Muslim countries work as a unit, unlike Christian countries which are mostly secular governments.
