If I am the one to decide, I would rather use this stretegy :

There must be people who need to replace their existing
PC for whatever reason (WinFrame just can't fit all situation).
Give them Pentium-class new generation PC (which is
getting cheaper and cheaper). The existing 'less powerful'
one can then be given to some 'junior' staff as Winframe
terminal. Of course I won't use a full feature PC to run just
Winframe.

I think what MIS should control is the data or information
and not the hardware. Since using Winframe would put
all user data on servers, MIS needs only to control the server.
All they need to tell the users are 'we only support this single
application WinFrame client on you desktop, you can install
whatever you like at your own risk'.

I agree that there is cases where NC is more suitable just like
today one can use a XT as a 3270/vt100 terminal but it makes
more sense to just plug a WYSE instead. However, I don't
believe NC would displace the majority of PCs.
