NSCP implemented a very proprietary <layers> tag, which was not endorsed by the consortium. It is one of the reasons that IE4 and NAV DHTML are divergent (read, you need a NSCP browser to view NSCP DHTML - bad for progress and bad for the consumer in your own words). For more info go to the respective sites and research it. I get the feeling you don't know much about the recent implementations of HTML by the private sector vendors. You should look into it.
