If you think that Erdogan is a NATO puppet, you have a very distorted view of the region. As far as a blatant act of war, well Russia has been intruding into Turkey's air space on a regular basis, both fighters and drones and Turkey has been warning against that. Turkey is pretty touchy about that, they shot down a Syrian fighter not too long ago for that reason. Turkey has been making some efforts in setting up a safe haven along the Turkey/Syrian border. Russia has ignored those efforts and has persisted in bombing the rebels that Turkey has been wanting to protect. Note: ISIS has no presence in the area in question. Turkey is worried about ISIS, even before ISIS started launching terror attacks in Turkey.
