Though no one knows for sure, I suspect that on balance the enormous amount of new software to be written will be a plus for Rational, since its tools will facilitate those projects. SQA will definitely benefit from the increased testing requirements.
RATL stock looking amazingly strong today, remaining up on strong volume while the rest of the market sold off. It looks like the balance between year end selling and bargain hunting may be leaning toward the buy side.
