I doubt that the army is involved in this, they tend to be better trained, better disciplined, generally a calming influence though the Indians see them quite logically as only another arm of the invader.
It's the PRI¡stas, almost certainly with support from the poli estatal. The PRI is rotten to the core, and stinks like three-week fish, but I have a great fear of the zurdistas replacing them, M‚xico has never known democracy, the concepts of responsibilities coming with the rights of freedom is talked about, but only in words, there is no fundamental understanding by experience. But then this is true of the majority of the population of the planet, I guess....
