The answer, of course, is the obvious disparity in intelligence, and the corresponding patterns of negative behavior and negative outcomes. This problem has been extensively studied, empirically and anecdotally, and discussed and written about for many decades.

As you correctly suggested, trillions of dollars have been flushed away on this chronic problem, yet all that it accomplished was to paper over many major problems, exacerbate many others, and create many new ones. Meanwhile, Whites are discriminated against by the government at every level, each day, systematically.
