The political world is in a massive upheaval right now.
So my answer is -
Yes

The Soviets have (in rounded numbers)

800,000 front line troops
2,500,000 trained reservists
50,000 vehicles including 15,000 tanks and 30,000 armored personal carriers
3.500 military aircraft
A significant and ever more modern navy
A huge # of nukes and numerous means to deliver them
Strong allies

To secure ourselves, "MAD" Mutual Assured Destruction must remain intact.

It would not surprise me to see the Soviets let ISIS, et al, take over as much and as many countries as they can.
Then the Soviets would move in (harshly) and take over governance and assume control of natural resources.
