I think the hairsplitting is because the intel Bush relied upon indicated that SH WMD program was ongoing and they expected to find stockpiles of WMD....in fact, as the investigations concluded SH was hibernating his program and was actively seeking a way around the sanctions so it could be rebooted...that along with all the WMD which the UN had previously identified but was no where to be found. However, no stockpiles were found and no active program....major CIA fail.

The bottom line is that the world is a better place without SH.
