It seems there isn't a stated alternative to "controlling reproduction rates." Sorry if I'm reading this wrong. Could you explain? We either have do good organizations scrounging money and foods to support their overpopulating habits. Similarly, this sentence is missing the complement of Y in "either X or Y". I guess you don't want to feed them or help control reproduction rates??
