Using the increased shorting as a contrary indicator, combined with insider buying, and company silence, could this mean there is a deal in the works (sell out)? Recent general stories on expected continuation of consolidation in insurance/financial sector also lend credence to this possibility.

Purely speculation of course. But wouldn't you expect Hilbert to be more vocal about the upcoming year, especially with the stock price under pressure?
