Let me know what you find out. Trump is a blowhard who is getting tremendous mileage out of comments that touch many of us with some sort of resonance. Think of it this way, 'We are afraid, somebody please get this discussion going in a direction that actually does something that could be protective.' So if I were to advise him on politics, I would tell him, "Say it, but understand it will never happen, even if you got congress to pass such a law, it would be immediately brought down by the court." For what it is worth, he has invalidated himself in my mind on many counts, but I give him credit for knowing how to garner support from others. Simple fact is he can't be president because of his spoken stands that are violations of principle but he may end up drawing people to look with more consideration at other conservative candidates. I liked Obama's speech but it lacked any operational explanation...as usual.
