The article you cite says exactly the same thing. The terrorist Robert Dear is refusing a mental health evaluation and wants to plead guilty.

Unfortunately our legal system requires a "competency evaluation" before a defendant can plead guilty in capital murder cases.

I assume Robert Dear would like to subvert this system to provide a cause for later appeal, but that won't be happening.

It's increasing amusing how right-wing terrorists think they can dictate terms of their trial and punishment, as if they were some sort of Emperor or "Sovereign Citizen". We've seen much the same behavior from Al-Qaeda and Daesh terrorists.

To me, this sort of delusional behavior is a clear-cut indication of advanced mental illness.
