Reducing CO2 emissions ASAP is an action

An overall reduction in CO2 emissions isn't an action. An action is something specific. Reducing CO2 emissions substantially would require starting many actions and stopping or reducing many actions.

The reason for bothering with the semantic point is that there is a substantial point behind it. If your going to massively reduce CO2 emissions your going to have to take a lot of expensive changes in actions that are taken. Announcing a CO2 reduction goal doesn't do it. Vague plans about all new cars being electric by 2050 doesn't do it.

Kennedy's announcement was about something far cheaper and simpler. And while it it didn't' go in to detail it was still also more specific then what you have posted in this conversation.
