I doubt that, and you show no reason to believe it.

I don't expect anything to be 100% effective

I never said I expected 100% effective, or would accept nothing less. But considering the state of Syria, who do we even get to "reasonably effective", or "close to as effective as anywhere else".

Note - I'm not supporting Trump's idea here. My points are rather specific.
